Underground powerline replacement Seacombe Road substation, Seaview Downs
Project update 23 May 2025
Our civil contractor will begin overnight excavation works from Sunday 25 May.
We will use hydro-vacuum excavation (hydrovac) for precise and non-destructive digging.
While we will minimise noise impacts as much as practical, this machinery is very noisy so those closest to the substation will experience some disturbance for which we apologise.
We will also have other heavy vehicles in, and around, our worksite.
Thursday 19 June
We expect to do powerline work overnight on Thursday 19 June on Seacombe Road between Warunda Ave and Dalkeith Ave.
This will include a lane closure and speed reduction on Seacombe Road with traffic management in place for road user safety.
Some customers will experience a power outage; we will send notification two weeks prior to those affected.
Tuesday 1 July
We will do further powerline works on Branksome Terrace between Joyner Street and Hope Street, during the day on Tuesday 1 July.
We don’t anticipate interrupting power for this work, however a section of Branksome Terrace will be closed for traffic and a detour will be in place.
Tuesday 28 July
Works on Seacombe Road during the day near Branksome Terrace will require speed restrictions, however traffic in both directions will be maintained.
Wednesday 29 July
Branksome Terrace will be closed between Seacombe Road and number 1 Branksome Terrace for daytime works with traffic detoured.
What we’re doing
We are replacing two short sections of underground cable from our substation at 162 Seacombe Road to improve power reliability.
How this affects you
Our civil contractor Mahcon Civil will be working from Monday 26 May for around eight weeks. They will trench from the Seacombe Substation to the Stobie pole opposite Yeelanna Avenue on Seacombe Road, and to the pole at 2D Branksome Terrace. As the work will affect traffic on a State-managed road, the civil works will take place overnight between 7pm and 6am Monday to Friday, with occasional work on Saturdays if required.
Our powerline crews will return in late July/ early August to install and energise the new underground cables, taking around three days.
To ensure the safety of pedestrians, road users and our crews, traffic management including periodic reduced speed limits and lane closures will be in place, and the entrance to Branksome Terrace may be closed at times.
Power outages
Some customers may experience one power outage during this period.
We will send SMS/emails to subscribed customers affected by power outages two weeks in advance, at which time the outage map is also be published on our website. We post cards to non-subscribed customers however there may be delays with the postal service.

Construction impacts
There will be typical construction impacts including noise, vibration, flashing lights, floodlights, and possibly dust from excavation equipment, and other heavy machinery and vehicles. Our crews and contractors will minimise impacts as much as possible, however we apologise for any inconvenience.
