Installing an EV charger on a pole (EVCoP)

Installing an EV charger on a pole (EVCoP) involves mounting a public electric vehicle (EV) charger on an existing SA Power Networks Stobie pole. This approach can improve the accessibility of EV charging by enabling chargers to be installed in convenient public locations using existing network infrastructure.

With standard public EV charger connections the charger is installed on a new or customer-owned structure and then connected to the electricity network. An EVCoP installation requires access to SA Power Networks infrastructure and require approvals and permissions from the SA Power Networks Facilities Access team before installation can proceed.

Key difference from a standard EV charger connection

  • Standard connection: Charger is mounted on a new or customer-owned structure and connected to the network.
  • EVCoP connection: Charger is mounted directly on an existing SA Power Networks Stobie pole, requiring approval and coordination with the Facilities Access team.

Benefits of EVCoP

  • Makes EV charging available in convenient public locations.
  • Utilises existing electricity infrastructure.
  • May reduce the need for additional supporting structures.
  • Supports the expansion of public EV charging networks.

Main consideration

Because the Stobie pole is owned by SA Power Networks, access and installation must comply with SA Power Networks' Facilities Access requirements and approval processes.

Facilities access requirements

In addition to the standard connection requirements for a public EV charger, installing an EVCoP on an SA Power Networks pole requires:

1. Facilities Access Agreement

A Facilities Access Agreement defines the access and commercial terms to allow a third party to access and lease SA Power Networks infrastructure, such as a pole, for an approved purpose.

2. Facilities Access Site Licence

A Facilities Access Site Licence is the approval or licence for access to a specific pole (or poles). It is issued after SA Power Networks has assessed the proposed pole and confirmed it is suitable for the intended EV charger installation.

EVCoP Process

Engage with our Facilities Access team (contact details at the bottom of this page) to establish an Electric Vehicle Charging Station Agreement which covers the terms and conditions for the approval of deployment on the infrastructure.

With reference to SA Power Networks Technical Standard (TS-116) and any other Industry Standards and Guidelines, submit the proposed EV charging equipment and installation proposed to be used on SA Power Networks’ poles. SA Power Networks will also provide you with some additional information to assist with your design once the Facilities Access Agreement has been finalised.

The proposal should specify the EV charger capacity and the manner in which it will be attached to an SA Power Networks pole. SA Power Networks may require a maintenance plan to manage ongoing access requirements.

Select the pole(s) where you would like to install an EVCoP.

It is strongly recommended engagement with the relevant local council, landowner and any other required stakeholders is undertaken to confirm the proposed location is suitable to them. This may include seeking approvals for public-space use, parking, traffic management and accessibility.

Once you have gained endorsement from the relevant local council for your preferred pole or poles, submit a request for a license.

There are two ways to apply:

The Facilities Access Portal

The Facilities Access Portal contains a list of SA Power Networks poles that may be available for lease. You can use the portal to select the pole where you would like to install an EV charger.

The portal is best suited to individual pole applications.

Generic EOI Form

For multiple pole requests, submit an EOI form, located on our Facilities Access web page. Please include the following information:

  • Total number of poles
  • Location of poles – Lat/long coordinates
  • Position on the pole (which face on the pole)
  • Evidence of council support for these locations.

SA Power Networks will complete the required assessments to determine whether the proposed pole is suitable for the EVCoP installation. Considerations include:

  • the physical condition of the pole
  • any planned work on the pole
  • the proposed charger equipment and mounting method
  • available electricity capacity at the location

Please note that an application fee may apply prior to any detailed assessment.

SA Power Networks will confirm which poles are suitable following the detailed review.

You then need to confirm with SA Power Networks which poles you wish to proceed with for a Facilities Access License.

Note: pole rental fee will commence from the agreed start date.

A Site Licence for the specific pole(s) is issued to you.

After you have received an approved Site Licence for the specific pole(s), you can now submit a New Service Provision for the EV charger. Information on this process can be found on our New Connections page.

SA Power Networks will undertake the required scoping and planning to ensure the new connection can be installed on the pole.

Once the application has been reviewed and scoped, SA Power Networks will advise you and your retailer that the site is ready to request a National Metering Identifier (NMI).

SA Power Networks will establish the electricity connection point on the pole and notify the requestor that it is ready for the EV charger equipment to be installed.

Note: Once the customer has received a Facilities Access License, the customer’s equipment can be installed at the licensed site unless specific conditions apply.

Requestor installs the EV charger in accordance with all approved designs, relevant standards and applicable approvals. Once installation is completed, upload a copy of the Electrical Certificate of Compliance via the connection application portal.

Once the NMI has been allocated, the job will be ready to be booked in. Your electrician will be contacted to book this work in,or your electrician can book this in with SA Power Networks once your equipment has been installed to the required standards.

Once all required works, approvals and documentation have been completed, SA Power Networks will energise the connection point. This will enable you to energise the EV charger. In addition, your nominated billing contact will receive an invoice.
