New 11,000 Volt (11kV) underground network Black Forest and Forestville

What we’re doing

We're carrying out work along Aroha Terrace Black Forest and Norman Terrace Forestville, to support the Department for Infrastructure’s Tram Grade Separation Project. As part of this project, we are constructing a new high voltage (HV) underground network to meet the increased electricity demand required to power the trams and tram lines in the area.

How this affects you          

Crews will work on Norman Terrace between Second Avenue and Third Avenue on Wednesday 30 July and again on Saturday 2 August to remove some of our redundant equipment between 6am and 3pm each day.

Our civil contractor TRON Civil will be working from Monday 11 August to install footings for a new Stobie pole on the boundary of 18 Norman Terrace, trench in the centre of the road between Second Avenue and 22 Norman Terrace for the new HV underground cable, and to install a switching cubicle (a large grey rectangular electricity enclosure) across the road from 13 Aroha Terrace, on the council verge outside the tram fence.

Directional boring will also be carried out beneath the tram tracks, extending from Second Avenue to connect the underground HV cable to the new switching cubicle. Civil works are expected to be completed by the end of September 2025.

In September, our powerline crews will return to install the new HV underground cable and remove the redundant cables and Stobie pole.

For the safety of our crews, traffic management will be in place along Norman and Aloha Terrace when our work is in progress. This will include reduced speeds, temporary road closures and detours. There will be some obstruction to driveways closest to our work, and our crews will speak to those affected in advance. The parking bays opposite 16 Aroha Terrace may also be temporarily unavailable to residents while our crews are on site.

Power outages

Customers will experience up to three power outages during this period; we have notified those impacted, if subscribed to free SMS and email notifications. We will send cards by post two weeks in advance of each outage to those who are not subscribed, at which time the outage map will also be published on our website.

Construction impacts

There will be noise, vibration and dust associated with this work from excavation equipment, and other heavy machinery and vehicles. Our crews and contractors will minimise disruptions as much as possible, however we apologise for any inconvenience and greatly appreciate your patience and understanding during this work.
