Retirement of Authority To Connect (ATC) forms
The Authority to Connect (ATC) forms are being retired from 2027.
From 1 January 2027 the electronic Certificate of Compliance (eCoC) form will now be required for all planned connection work. This means that unless there are exceptional circumstances (such as system or connectivity issues), Registered Electrical Contractors (RECs) will be required to provide an eCOC, either on site or via electronic submission, for a connection to be successfully completed. ATC will only be accepted in exceptional circumstances.
From 1 July 2027 where an eCoC hasn't been provided the job will be knocked back and will be required to be rescheduled.
What are the benefits of these changes?
These updates are designed to make the connection process easier over time and improve compliance for the industry. By increasing the use of eCoCs, you’ll benefit from:
- Digital access to eCoCs through the Portal.
- No more reliance on paper-based forms.
- Reduction in duplication – no longer completing an eCOC and ATC.
- Improved compliance, with processes that align with regulatory requirements and industry best practices.
What is required from industry?
To ensure compliance, electricians and industry representatives will need to:
- Provide an eCOC, either on site or via electronic submission, for a connection to be successfully completed.
- Submit eCoCs directly into the Portal or this can be done by submitting an eCOC through the Officer of the Technical Regulator (OTR) and including the correct Portal/REX request ID.
