Certificate of Completion for all contestably built projects
As of April 2025, SA Power Networks formally launched the requirement for a Certificate of Completion for all contestably built projects. Please refer to the attached document for a printable version of the information, or see more detailed information below.
Key things you need to know
- The Certificate of Completion is issued when ownership of the infrastructure transfers from the customer/developer to SA Power Networks.
- A Certificate of Completion must be requested for all SA Power Networks projects that have assets contestably built by the customer. This includes land development jobs referred to as Negotiated Underground Residential Developments (URD) Offers.
- The Certificate of Completion can only be requested after the Certificate of Electrical Compliance has been received, but can be requested prior to energisation
- The following documentation must be supplied prior to issuing the Certificate of Completion:
- Certificate of Electrical Compliance certifying that every contractor has completed its portion of the Contestable Works and agrees these works are in a condition ready for energisation;
- Evidence from the customer/developer confirming that contractors have been paid all amounts due to them; and
- An irrevocable performance bond for the amount specified in the Offer Letter.
- The Certificate of Completion is to be requested via email to the Project Officer or Project Manager from the Developer or your authorised contractor and may refer to the information as being submitted previously if it has already been provided.

Connection of site – 90 day notification
To ensure a seamless transfer of ownership and energisation of contestable assets, the developer/customer is required to provide us with their request for connection 90 business days from the intended date. This will allow SA Power Networks to schedule resources for energisation as efficiently as possible.
Compliance – provision of photographic evidence
If you choose to deliver the contestable works yourself, you’ll need to show us that all work has been completed correctly and in line with our Technical Standards.
You must provide us with photos of:
- Typical parts of the project, including common service trench, conduits crossing other services, and electrical tape.
- Any parts that are different from the usual, like reduced cover.
- Where equipment enters the ground, like pits, pillars, and vaults.
- Include the date and location (latitude & longitude).

The email subject should be formatted as: SAPN Project Ref > Project Name > Project Address > Civil Photos
Please make sure your contractors are aware of this requirement.
Clearance Bond information – URD Offer Letters
To streamline the process, where possible, we have updated our Offer Letters to provide you with information upfront about the Clearance Bond amounts required for the standard 20% or 100% arrangements.
