New Authority to Connect (ATC) Form and eCoC Updates
From 1 June 2026, all new connections to the network will require a paper-based copy of an electronic Certificate of Compliance (eCoC) available on-site. Authority to Connect (ATC) forms will no longer be accepted for new connections from this date.
While use of eCoCs is preferred, the ATC form can be used for other application types. However, previous versions of the ATC form will no longer be valid.
New ATC form now available
The updated ATC form is now available here.
The revised form captures testing results alongside installation details, helping ensure accurate and complete information is provided on-site. This supports improved compliance and strengthens alignment with regulatory and safety requirements.
Old versions of the ATC form will not be accepted from 1 June 2026.
eCoC integration with the Connections Portal
SA Power Networks is progressing the integration of eCoCs into the Connections Portal. This will support a more efficient connection process over time by providing digital access for connection technicians.
Once integration is complete, benefits for industry will include:
- Reduced reliance on paper-based forms.
- Faster submission and processing, saving time and streamlining workflows
- Improved compliance aligned with regulatory requirements and industry best practice
Further updates on portal enhancements will be provided throughout 2026.
What is required from industry
To ensure compliance from 1 June 2026:
- A paper-based eCoC must be provided on-site for all new connections
- For other application types, eCoCs are preferred, however the new ATC form is available for limited use
