Metering Contestability - Metering changes in SA: Update to Connection Processes

In a continuing effort to assist and support the industry due to changes from Metering Contestability, there will be an update to the Connection Processes between SA Power Networks and Electricity Retailers

In conjunction with the AEMC’s Rule Change for Metering Installation Timeframes, SA Power Networks and Electricity Retailers have updated the connection process with some minor amendments that will take effect from 1 February 2019.

What this means for registered electricians

New Service Provision:

There are no changes to the process for registered electrical contractors (RECs).

Alteration of Service Provision:

RECs will continue to book directly with SA Power Networks. SA Power Networks will continue to notify Retailers of the appointment date and confirm their Meter Provider is scheduled to attend on the same day.

RECs (or customers) are still required to liaise with Retailers to finalise the relevant details for the provision of metering and accept any associated terms and conditions.

The change: If Retailers are unable to attend, they will now notify SA Power Networks, who will contact RECs and negotiate a new date. SA Power Networks will then confirm with the Retailer that their Meter Provider is scheduled to attend on the same day.

If the Alteration of Service Provision is being performed as part of a multi-occupancy installation, RECs (or customers) are still required to liaise with all affected Retailers to co-ordinate the appointment for the provision of metering.

 

What this means for Retailers

New Service Provision:

SA Power Networks will continue to notify Retailers when the site has been energised.

The change: Retailers are now required to install metering in six business days from when the site has been energised or otherwise agreed (once the necessary pre-conditions have been met) in accordance with the Metering Installation Timeframes.

Alteration of Service Provision:

The change: Retailers will now notify SA Power Networks if they are unable to attend. SA Power Networks will then contact the REC to negotiate a new date. SA Power Networks will confirm with the Retailer that their Meter Provider is scheduled to attend on the same day.

 

Further Information

SA Power Networks’ Electrical Contractor Handbook and SA Power Networks’ Retailer & Meter Service Provider Handbook will be updated to reflect the changes by 1 February 2019.
